tkchat is maintained as a module in the TclApps project at Tcl's core development site.

To review the source code, simply download the latest source zip file from the downloads page.

TkChat is an open source application. This means you can download and read the source yourself to find out how it works and if you want the application to behave differently you are free to make the necessary changes.
